In climate change policy the European Commission attempts to implement a new instrument intended to facilitate the accomplishment of the Kyoto targets. The proposal for a directive from 23rd October 2001 puts this concept in concrete terms: A legally binding emissions trading system applied to selected installations is to be introduced at the start of 2005.

The analysis at hand shows: The EU proposal is conceptually weak, it is uncoordinated with the instruments of the Kyoto protocol and has negative economic as well as negative ecological effects.
